What do you define as a "reasonable budget"?

A better ball park would be "micro budget", "low budget" or "big budget".

you look for material.
action scenes are normaly budget depended: sci-fi and action are most expensive in prod.cost and post.prod, not for a low budget in realisation, stunts, sgi, special effects, action scence, sets, cam, runs, chase, cam cranes, etc,..etc.
but thriller and crime are possible for low budget, because its driven by a story and protogonist/and antogonist, so u can work with limited tools, actors and suspense. I have two stories in development both thriller: female tweens story (identity change) and other is about fairy prince in love with woman. who come out as bad guy, psychic labile. if you interested i send u material.
